Egypt votes to choose successor to Hosni Mubarak

CAIRO (AP) ? Faced with a choice between Hosni Mubarak's ex-prime minister and an Islamist candidate, Egyptians voted Saturday in a presidential runoff the outcome of which will mean the difference between installing a remnant of the old regime and bringing Islam into government.

The race between Ahmed Shafiq, a career air force officer like Mubarak, and Mohammed Morsi, a U.S.-trained engineer, has divided this mainly Muslim nation of some 85 million people 16 months after a stunning uprising by millions forced the authoritarian Mubarak to step down after 29 years in office.

Voters lined up outside polling centers an hour or more before they opened at 8 a.m. But turnout was not expected to exceed 50 percent, possibly because of voting fatigue. Since the ouster of Mubarak on Feb. 11, 2011, Egyptians have voted several times ? in a referendum on a military-sponsored "constitutional declaration," in staggered and elections for parliament's two chambers and in the first round of the presidential elections last month.

Unlike in previous post-Mubarak voting when Egyptians were confident the balloting would be free, many this time round said they suspected the weekend's election may be tampered with.

"I don't think Shafiq could win, I think he will win," said 26-year-old Nagwan Gamal, who lectures on engineering at Cairo University. "I think there will be corruption to ensure that he wins, but I think a lot of people will vote for him," she said at polling center in the Cairo district of Manial. She voted for Morsi.

Shafiq, a self-confessed admirer and a longtime friend of Mubarak, has campaigned on a platform of a return to stability and law-and-order, something that resonated with many Egyptians frustrated and fatigued by more than a year of turmoil ? from deadly street protests, a surge in crime, to a faltering economy and seemingly endless strikes, sit-ins and demonstrations.

In contrast, Morsi marketed himself as a revolutionary who is fighting against the return of the old regime, promising guaranteed freedoms and an economic recovery, while softening his Islamist rhetoric in a bid to reassure liberals, minority Christians and women.

"The revolution was stolen from us," merchant Nabil Abdel-Fatah said as he waited in line outside a polling center in Cairo's working-class district of Imbaba. He said he planned to vote for Shafiq. "We can easily get rid of him if we want to, but not the Brotherhood, which will cling to power."

Brotherhood supporter Amin Sayed said he had planned to boycott the vote, but changed his mind after a court earlier this week dissolved parliament and allowed Shafiq to stay in the race.

"I came to vote for the Brotherhood and the revolution and to spite the military council," he said outside the same polling center in Imbaba, a stronghold of Islamists. "If Shafiq wins, we will return to the streets."

The two-day balloting will produce Egypt's first president since the ouster of Mubarak, now serving a life sentence for failing to prevent the killing of some 900 protesters during the 18-day uprising that toppled his regime.

The winner will be only the fifth president since the monarchy was overthrown nearly 60 years ago.

The election is supposed to be the last stop in a turbulent transition overseen by the military generals who took over from Mubarak. But whether they will genuinely surrender power by July 1 as they promised has been questioned all along, much more intensely since the military-backed government this week gave military police and intelligence agents the right to arrest civilians for a host of suspected crimes. Many saw the move as a de facto declaration of martial law.

On Thursday, judges appointed by the former president before he was toppled dissolved the Islamist-dominated parliament and ruled that Shafiq could stay in the race despite a legislation barring Mubarak regime figures from running for office.

The move robbed the Brotherhood, which dominated the legislature, from its pro-Mubarak gains and threw the entire transitional process into disarray. They also led to suspicions that the vote may be rigged in favor of Shafiq, widely seen as the general's favorite candidate.

The generals deny that charge, but without a parliament or a constitution, and with the right to arrest civilians, they will wield even greater powers going forward, with the future president. Whether Morsi or Shafiq, likely to be beholden to them.

Already, the generals have been blamed for mismanaging the transition and they stand accused of killing protesters, torturing detainees and hauling before military tribunals at least 12,000 civilians since January last year.

"We didn't have a revolution to topple a regime that made us live in poverty and didn't treat us like human beings so we can bring it back," said school teacher Mohammed Mustafa as he waited to vote in Cairo.

"We lost this country for 30 years, and we are not ready to lose it again," he added. "I have no doubt there will be fraud. If there is, I will return to the street to win back my dignity because I won't live as a slave anymore."

While I was "guest host" on Martha Stewart's Cooking Today Sirius XM radio show this week, we covered lots of topics, including craft beer, olive oil from Chile, Julia Child's new biography, Dearie, written by celebrity author Bob Spitz, "genius recipes" with Kristen Miglore from food52, and radically simple cooking with New York Times "City Cook" columnist, David Tanis. It was a great week. We also listened to the "hot chill" music of singer/songwriter Audrey Appleby, whose two songs, "The Garden" and "Ladies Cheap Cocktails," had everyone in the studio smiling and begging for more! And there were lots of requests for my Reddened Rib Eye with Pimiento Cheese -- the perfect steak for Father's Day.

The magical rub -- made from sweet paprika, smoked paprika, and sumac may require a trip to an upscale food store or spice market, but these are three ingredients I now always have in my pantry. You should, too. They make a ruddy crust for the steak that lights up your taste buds -- with sweet, sour, salty, smokey notes. Topping with homemade pimiento cheese makes this a sundae for a cowboy. It's a "hot chill" kind of dish.

Serve with a bowl of my amazing cauliflower-potato puree (recipe below). What looks like the most luxurious offering of buttery, smooth mashed potatoes is instead a puree of cauliflower bound with a bit of potato and sweet butter. The underlying sweetness comes from garlic that gets boiled with the cauliflower. Drink wine! Or drink beer! Lots of great suggestions on the show from beer maven, Jimmy Carbone, owner of Jimmy's No. Craft Beer Bar and Restaurant and co-founder of The Good Beer Seal awards.

Reddened Rib Eye with Pimiento Cheese (adapted from Radically Simple)

8 ounces very sharp yellow Cheddar
3 ounces pimientos from a jar, with 3 tablespoons brine
6 tablespoons mayonnaise
1 small cloves garlic
1-1/2 teaspoons sugar
1 teaspoon smoked paprika
1/2 teaspoon sweet paprika
4 thick rib eye steaks, about 12 ounces each
1/4 cup ground sumac

Preheat the broiler. Chop the cheese and put in a food processor with the pimientos, brine, mayonnaise, and garlic. Process until smooth; add salt and pepper. Chill. Mix together the sugar, both paprikas, and 1-1/2 teaspoons salt. Rub the steaks thoroughly with the mixture and let sit 10 minutes. Rub the sumac thickly on both sides of the steaks. Place on a rimmed baking sheet; broil as close to the heat as possible for 3 to 4 minutes on each side for medium-rare, or until desired doneness. Top each steak with a scoop of pimiento cheese. Serves 4

"Looks like Mashed Potatoes" (adapted from Eat Fresh Food)

1 large head of cauliflower, about 1-1/2 pounds
1 large baking potato
2 large garlic cloves, peeled
4 tablespoons unsalted butter
1/4 cup milk
6 tablespoons freshly grated Parmigiano-Reggiano

Bring a large pot of salted water to a boil. Cut the cauliflower into 1-inch pieces. Peel the potato and cut into 1/2-inch pieces. Add the cauliflower, potatoes, and garlic to the water. Continue to boil for 16 to 20 minutes, until the vegetables are soft (but not falling apart.) Drain well in a colander and shake dry. Add the cauliflower, potatoes, and garlic to the bowl of a food processor and process until smooth and creamy. Add the butter, milk, and 4 tablespoons of the cheese. Process until very smooth. Add salt and pepper to taste. Serve immediately, sprinkle with the remaining cheese. Or you may make the mixture ahead: Spoon it into a shallow casserole and sprinkle it with 2 tablespoons cheese. Bake at 350 degrees until heated through and run it briefly under the broiler until golden. Serves 6

Anxiety as Egypt's presidency vote nears end

CAIRO (Reuters) - Egyptians choosing their president freely for the first time faced a daunting choice between a former general from the old guard and an Islamist who says he is running for God, leaving many voters perplexed and fearful of the future.

A win for either Ahmed Shafik - the last prime minister of ousted autocrat Hosni Mubarak - or Mohamed Morsy, a U.S.-educated engineer who would turn Egypt into an Islamic democracy, will go far to define the outcome of the wave of Arab Spring uprisings last year.

"We have to vote because these elections are historic," said Amr Omar, voting in Cairo, who said he was a revolutionary youth activist. "I will vote for Morsy... Even if it means electing the hypocritical Islamists, we must break the vicious cycle of Mubarak's police state."

Turnout at polling stations in several areas seemed lower on Saturday than during the first round. Polls re-opened at 8 a.m. on Sunday (0600 GMT) and were due to close at 9 p.m.

With no opinion polls, it was impossible to forecast who will emerge the winner by Monday - and whoever it is may face anger and accusations of foul play. Both men have wide support but many voters may be staying away, unhappy at a choice of extremes after centrist candidates were knocked out in a first round last month.

A sample of voter comments to Reuters near polling stations suggest many had put aside doubts about Shafik, whose campaign has gained momentum since he entered the race as an outsider.

A court dissolved Egypt's new parliament late last week, enraging Islamists who hold a sweeping majority in the assembly, who decried a coup by the military rulers who pushed their brother officer Mubarak from power 16 months ago to appease the street protests.

A win for Shafik, 70, who says he has learned the lessons of the revolt and offers security, prosperity and religious tolerance, may prompt claims of Mubarak-style vote-rigging and street protests by the Islamists and some disillusioned youths who made Cairo's Tahrir Square their battleground last year.

Both candidates promise to honor the spirit of last year's mass revolt against rampant corruption, poverty and a hated police force, yet many Egyptians who voted for neither in the first round see a stale contest that smothers hopes for change.

"Egypt writes the closing chapter of the Arab Spring," read a headline on Sunday in independent newspaper al-Watan, which said the election offers a "choice between a military man who aborted the revolution and a Muslim Brother who wasted it."

UNEVEN OUTCOMES

Morsy's campaign suffered a blow when he failed to rally much support from candidates who lost in the first round. To skeptics of the Brotherhood, it confirmed that the Islamist movement was too zealous and inflexible to represent all Egyptians.

"I will vote Shafik because I don't want anybody to impose on me a model of life that I don't accept," said health ministry employee Marianne Mallak, 29, voting in Alexandria. "I don't want somebody to rule the country in the name of religion."

Should Morsy prevail, benefiting from a movement forged by decades of clandestine struggle and from support among those who put aside qualms about Islamic rule to block a return of the old regime, he may be frustrated by an uncooperative military elite, for all the generals' pledges to cede power by July 1.

The Brotherhood on Saturday again denounced the dissolution of parliament, based on a ruling by the Mubarak-era constitutional court, as "a coup against the whole democratic process" and insisted only a popular referendum could reverse the parliamentary election.

But though overturning that vote drew comparison with events that triggered the bloody Algerian civil war 20 years ago, the Brotherhood, which hung back in the early days of the 2011 revolution, has shown little appetite for a violent showdown with Egypt's U.S.-equipped army, the biggest in the Arab world.

That stalemate, coupled with a failure this year of legislators to form a consensus body to draft a new constitution and a consequent lack of clarity over the powers the new head of state will have, leaves Egyptians, Western allies and investors perplexed by the prospect of yet more of the uncertainty that has ravaged the economy and seen sporadic flare-ups in violence.

A gunfight killed two in Cairo overnight and 15 were injured, after a dispute between street vendors, a security source said. There was no apparent connection to the vote, which saw little trouble on Saturday despite mutual accusations of fraud. Observers reported only minor and scattered breaches.

Police arrested 22 foreigners who were planning attacks after the election, another security source said. The Syrians, Jordanians and Palestinians were detained in Cairo on Saturday carrying "sophisticated weapons", the source added, without giving more details.

Should Shafik win, his supporters reckon, he and the ruling military council which took sovereign powers when Mubarak quit would work in harmony to restore confidence, notably for the vital and ravaged tourist trade - but questions would remain over how far the Islamists and other opponents would resist.

"DEEP STATE"

In 60 years since army officers toppled the colonial-era monarchy, Egypt's armed forces have built up massive wealth and commercial interests across industries, helped since the 1970s by a close U.S. alliance which followed the decision of the most populous Arab state to make peace with Israel.

Commonly referred to as the "deep state", it is these shadowy structures, currently overseen in public by the ad hoc Supreme Council of the Armed Forces under Field Marshal Hussein Tantawi, which many Egyptians see maintaining influence long after the promised handover to an elected civilian by July 1.

"There is no doubt that the state in all its institutions - judicial, military, interior, foreign and financial - back Shafik for president and are working to that end," said Hassan Nafaa, a politics professor who campaigned against Mubarak.

"It is very difficult to eradicate this spirit of Mubarak."

Only if liberals swallowed their qualms and voted for Morsy to prevent Shafik winning, Nafaa said, "only then may the 'deep state' back down - but I doubt this will happen."

Washington, paymaster of the Egyptian military, and the European Union, a major aid donor, both expressed alarm at the move against parliament and urged the generals to honor their pledge to stand aside. But, like neighboring Israel, both are also uneasy at the rise of the Brotherhood and have looked on anxiously as Islamists have closed in on power in other new democracies of the Arab Spring, notably in Tunisia and Libya.
