'Rogue' bank begins Iran charges defense

NEW YORK/LONDON -- Standard Chartered won some help from Britain's central bank governor on Wednesday in its defense against a U.S. regulator's allegations that it hid $250 billion of sanctions-busting transactions with Iran.

The British bank lost over a quarter of its market value in 24 hours after the New York State Department of Financial Services threatened on Monday to cancel its state banking license -- critical for dealing in dollars -- and called it a "rogue institution" for breaking U.S. sanctions against Iran.

Standard Chartered shares bounced 7.1 percent on Wednesday to close in London at 13.15 pounds, up from a 3-year low of 10.92 hit earlier in the week. They were still down 18 percent since the regulator's threat, which chief executive Peters Sands said was "disproportionate" and came as a "complete surprise".

The bank's top executives, some like Sands scrambled back from summer vacations, worked on its defense strategy, having so far contested the regulator's figures and his interpretation of the law, but given little detail. The bank says only a tiny proportion of its Iran-related deals -- less than $14 million -- were questionable under U.S. sanctions.

Bank of England Governor Mervyn King drew unfavorable comparisons between the handling of this case and other U.S. actions against British banks, such as the interest rate-manipulating investigation into Barclays PLC.

In the Barclays case, he said, all regulators in Britain and the United States produced coordinated reports after the investigation was complete. But in Standard Chartered's case, "one regulator, but not the others, has gone public while the investigation is still going on".

Sources familiar with the matter told Reuters that the New York regulator Benjamin Lawsky had angered officials in Washington at the U.S. Treasury Department and Federal Reserve by going it alone.

"I think all the UK authorities would ask is that the various regulatory bodies that are investigating the particular case try to work together and refrain from making too many public statements until the investigation is completed," King said.

Standard Chartered CEO Peter Sands, in his first public comments since the crisis arose, said the regulator had given his bank no prior notice. But he offered no major new information on the allegations, which the management have been reviewing with authorities for the past two years.

"(We) fundamentally reject the overall picture and believe there are no grounds for them to take this action and it would be wholly disproportionate," he told reporters, referring to the threat to cancel the bank's license to operate in New York.

Though Standard Chartered's business is concentrated in emerging markets, which has helped insulate it from the global financial crisis, its operation in the state is important to its ability to offer dealings around the world in U.S. dollars.

On Monday, Lawsky had reproduced what he said were quotes from an unidentified Standard Chartered executive director in a conversation in 2006 that demonstrated the bank's "obvious contempt" for U.S. banking regulations.

"You f---ing Americans. Who are you to tell us, the rest of the world, that we're not going to deal with Iranians?" the quote was rendered in documents released by the regulators.

People familiar with the situation said the bank's Group Finance Director Richard Meddings, one of five executive directors at the time, was the unnamed man.

Ray Ferguson, a bank executive who attended that meeting, told Reuters that while Meddings had used the expletive in a heated exchange, he did not, to his recollection, say the second part of the quote attributed to him about U.S. sanctions.

Meddings did not respond to repeated requests for comment.

Asked for the bank's view on the quote, Sands said: "We don't believe it's accurate." He defended the ethics of the bank, which he has run for six years: "I don't think there is anything wrong with the culture at Standard Chartered," he said.

Calling the allegations "very damaging", he said he would address "mistakes" which had been "clearly wrong", but said: "There were no systematic attempts to circumvent sanctions."

The BoE's King said he did not share the view held by some that the move in New York was part of a concerted U.S. effort to undermine London as a financial center, following the Barclays probe and a U.S. Senate panel report that criticized HSBC Holding's efforts to police suspect transactions.

One British lawmaker, however, said the affair was part of a "political onslaught" in the United States against British banks.

"I think it's a concerted effort that's been organized at the top of the U.S. government. I think this is Washington trying to win a commercial battle to have trading from London shifted to New York," said John Mann, a member of parliament's finance committee, who also called for a parliamentary inquiry.

A British executive at an institution that ranks among the top 25 shareholders in Standard Chartered also said politics was motivating U.S. officials.

"Are we starting to see an anti-London bias in U.S. regulatory activities?" the executive asked. "Oh yes. Is there any subtle form of banking sector protectionism going on? Yes."

One of Standard Chartered's top 10 shareholders said it was surprising that the bank had been caught up in the scandal, given that the bank had reassured investors it was clean and had a "superior culture".

"I get the impression that they do think a lot about risk, or at least they communicate that to investors, and so it is quite interesting that they have tripped up on a risk thing. According to the DFS, they were undertaking such activities knowing what the risks were."

Tom Hibbert, head of the banking litigation group at London law firm RPC, said much may depend on the - unknown - details of Standard Chartered's interaction with the DFS so far:

LONG POND, Pa. (AP) ? Lightning strikes at Pocono Raceway after a rain-shortened NASCAR race Sunday killed one fan and injured nine others, one critically, racetrack officials said.

Multiple lightning strikes occurred behind the racetrack's grandstands and outside one of the gates as fans were leaving, Pocono spokesman Bob Pleban said. It wasn't immediately clear how many of the fans were actually struck by the lightning itself or were injured by related jolts.

"Unfortunately, a member of our raceway family here, a fan, has passed away," Pocono President Brandon Igdalsky said in announcing the death. He provided no details about the victim but expressed condolences to his family.

The victim was in or near his car in a parking lot after the race had ended when lightning struck the car, Monroe County Coroner Bob Allen said. Bystanders performed CPR on the man, who had gone into cardiac arrest, until paramedics arrived, Allen said. They took him to the track's medical facility, where efforts to revive him failed. He was pronounced dead at a hospital.

Allen would only identify the victim as a 41-year-old Pennsylvania man, saying his family had not yet been notified.

The Pennsylvania 400 was called because of storms, with 98 of the 160 scheduled laps completed. As the storm approached, the track posted messages on its Twitter page to more than 22,000 followers near the end of the race encouraging fans to "seek shelter as severe lightning and heavy winds are in our area."

The attendance was estimated by the track at 85,000. Public address announcements were made before the storm and the end of the race for fans to take shelter and evacuate the grandstands, Pleban said.

Racetrack officials were reviewing the logs of when the announcements were made, he said. There was no order to evacuate the track premises.

Jeff Gordon, who won the race, said at a post-race news conference that he could hear a huge crack as he walked down the pit road during the storm. "You could tell it was very close," he said. "I mean, that's the thing that's going to take away from the victory, is the fact that somebody was affected by that."

One person remained hospitalized in critical condition at Lehigh Valley Hospital Center, Pleban said. Three people were taken to hospitals with minor to moderate injuries, and five others were treated on the scene, he said.

"We are deeply saddened that a fan has died and others were injured by lightning strikes following today's race at Pocono," NASCAR spokesman David Higdon said. "Our thoughts are with them as well as those affected by this unfortunate accident."

MONDAY, Aug. 6 (HealthDay News) -- There's more evidence that watching violent or age-inappropriate images on TV, in movies or on computers can significantly disrupt children's sleep.

Kids between 3 and 5 years old who were exposed only to age-appropriate viewing materials in the hour before bed were 64 percent less likely to have any type of sleep disturbance, such as trouble falling asleep, difficulty staying asleep or nightmares, according to a new study.

Perhaps surprisingly, "violent" media might even include popular kids' fare such as SpongeBob SquarePants, said the study's lead author, Michelle Garrison.

"Making a relatively simple change in what kids are watching is a change worth the effort," said Garrison, a principal investigator at the Center for Child Health, Behavior and Development at Seattle Children's Research Institute. "Sometimes parents feel overwhelmed by the idea of getting rid of TV altogether, but switching shows can make a big difference."

The study will be published in the September issue of the journal Pediatrics, and was released online Aug. 6.

Numerous studies have linked media use with sleep problems, but most of these studies have had children of various ages and varying media use. It also hasn't been clear whether watching something right before bed is stimulating in itself or if the content of the media plays a role.

The current study included nearly 600 children aged 3 to 5 living in the Seattle area. Families were randomized into one of two groups: One group received a home visit, follow-up phone calls and mailings with coaching about how to make better media choices for their young children; the other group simply received mailings about nutrition.

The researchers didn't attempt to reduce the total number of hours of media use. The goal instead was to reduce violent and age-inappropriate content.

The types of programming that are considered age-inappropriate might surprise you.

"An 8-year-old can watch superheroes and understand that it's not what happens in real life," Garrison said. "But the same content can be overwhelming and scary for a 3-year-old. The idea that people might just explode is scary for a 3-year-old."

Garrison said the research suggests that parents should instead select shows such as Sesame Street, Curious George and Dora the Explorer. "These shows can be beneficial for preschool children to watch, because they emphasize things such as literacy, numbers and social skills," she said.

"When kids in this age group watched violent or age-inappropriate media, they were more likely to have nightmares, have a hard time falling asleep and wake up during the night," Garrison said.

The researchers found the opposite was true when kids watched nonviolent, age-appropriate media. These youngsters were 64 percent less likely to have any sleep problems.

"Clearly, children process information while they sleep. If it's the last thing they do before bed, they'll be processing that as they sleep," said Dr. Sangeeta Chakravorty, director of the Pediatric Sleep Evaluation Center at Children's Hospital in Pittsburgh.

Ideally, Garrison said, children this age wouldn't be engaged with any media in the hour before bed.

"Even shows with really good content can still be a problem for sleep," she said. "When kids are reading a book or playing with toys before bed, they control the pace. But TV ramps their brains up when they're trying to slow down."

Chakravorty agreed. "Electronic stimulation at bedtime can affect your child's sleep and affect their thinking process," she said. "It's best to avoid exposure altogether at least an hour before bedtime. But if your children are watching something before bed, make sure it's age appropriate."

Mars rover set for risky landing

One of the most daring space missions ever undertaken is nearing Mars.

In the next few hours Nasa will attempt to land its one-tonne Curiosity rover on the Red Planet to study the possibility that this world may once have hosted microbial life.

The vehicle is packed with scientific instruments, including a laser that can zap rocks to determine their make-up.

Curiosity is currently hurtling through space, close to the end of a 570 million km journey from Earth.

Engineers describe its trajectory as near-perfect and they have passed up the last two opportunities to make course corrections.

The rover, tucked inside a protective shell, is due to begin its descent to the surface at 05:24 GMT, Monday (06:24 BST; 22:24 PDT, Sun).

A signal confirming it has landed inside a deep depression known as Gale Crater is expected on Earth about seven minutes later, at 05:31 GMT.

But getting this audacious exploration project safely down will be a colossal challenge.

Two-thirds of all missions sent to the Red Planet have failed, a good many lost on entry into the thin but unforgiving Martian atmosphere.

And yet, the US space agency has high confidence that the high-risk descent strategy its engineers have devised will deliver an intact vehicle to the surface.

This strategy will use a sequence of fully automated manoeuvres to slow the fall from an initial 20,000km/h at the top of the atmosphere to less than 1m/s at the moment of touch-down.

The last stage in the sequence will see a hovering, rocket-powered crane lower the rover to the ground on nylon cords.

The manoeuvres have raised eyebrows because of their complexity, but the entry, descent and landing (EDL) team leader, Adam Steltzner, has emphasised the amount of "reasoned engineering" that has informed the design.

"I slept better last night than I have in years, and I think that's because it's done - whatever's going to happen is going to happen," he said.

Nasa will be monitoring the drama from the Jet Propulsion Laboratory (JPL) in Pasadena, California.

It is here that mission control will receive the telemetry from Curiosity that has been bounced to Earth by the overflying satellite known as Odyssey.

Engineers can only watch and wait, however. The 250 million km between Mars and Earth right now means there is a 13-minute lag in communications.

The mission team knows that when it gets that first signal to say the rover has entered the planet's atmosphere, the vehicle will in reality have already landed or been destroyed some seven minutes previously.

This is the fourth rover Nasa has attempted to put on the surface of Mars since 1997.

But Curiosity - also known as the Mars Science laboratory (MSL) - dwarfs those previous efforts in size and sophistication.

The rover will sample rocks for signs that Mars was once favourable to life

Assuming the robot lands safely, it will spend 98 (Earth) weeks scouring Martian soils and rocks for any signs that current or past environments on the planet could have supported microbial life.

Gale Crater was chosen as the landing site because satellite pictures had spied sediments in the depression that looked as though they were laid down in the presence of abundant water.

"We see a lot of evidence that water was on Mars in the distant past and flowed across the surface for maybe millions of years," explained Ashwin Vasavada, the MSL-Curiosity deputy project scientist.

"This mission goes one step further by trying to understand whether the environments in which the water persisted were habitable. Were there basic ingredients for life there? We're going to understand what the conditions were like when life was most likely in Mars' ancient history."

The rover is equipped with 10 advanced instruments. It also has a plutonium battery and so should have ample power to keep rolling for more than a decade.

PARIS/SINGAPORE (Reuters) - Planemaker Airbus was left reeling on Friday as a high-profile customer defected to Boeing, prompting European accusations of aggressive tactics amid renewed evidence of a jet price war.

Silkair, the regional arm of Singapore Airlines , said it had placed the biggest order in its history with a tentative deal to buy over 50 Boeing 737 jets worth $5 billion.

The move came as figures showed Boeing outselling Airbus by more than two to one in the first seven months of the year, reversing a deficit seen last year when Airbus broke industry records with a fuel-saving version of its competing A320 jet.

The world's dominant planemakers have been locked in a tense contest for market share since late 2011, slashing prices to take maximum advantage of the chance to lock in customers for the A320neo and Boeing's response, the 737 MAX.

Such 150-seat medium-haul jets are the bread and butter of low-cost airlines and feed the hubs of large network carriers, with potential sales of $2 trillion over the next 20 years.

SilkAir said it had agreed to buy 23 Boeing 737-800 aircraft, Boeing's current benchmark model, and 31 of the upgraded jets called 737 MAX 8, plus options for more.

The A320neo and 737 MAX offer fuel savings of roughly 15 percent together with other design improvements, sparking a rush of demand from airlines seeking to ease their highest cost in an industry that suffers from chronically slim profit margins.

The airline did not disclose the price of the deal, but carriers typically receive significant discounts, often bringing total concessions to more than 50 percent of list prices, according to analysts and estimates derived from leasing data.

"The selection of the B737 follows detailed evaluations and extensive negotiations with both Airbus and Boeing," SilkAir Chief Executive Marvin Tan said in a statement.

FLIP FIGHT

Airbus and Boeing have accused the other of heavy-handed pricing as the frontier between the big Western jetmakers - which typically split the market for medium-haul jets - takes time to stabilize after the upheaval of new products.

"We have no comment to make on the purchase decision by Silkair. However, Boeing has clearly made an extremely aggressive offer to win this deal in an attempt to catch up with the huge success worldwide of the A320 family," said Airbus spokesman Stefan Schaffrath.

Boeing was not immediately available for comment.

Shares in both companies rose amid a broad market rally.

After a number of losses to Airbus including part of a major American Airlines deal last year, industry sources have said Boeing has been expected to push back as the two rivals engage in the sport of "flipping" or converting targeted customers.

Other big contests are looming in Turkey and the Philippines.

Separately, China Southern said its subsidiary Xiamen Airlines had also agreed to buy 40 Boeing 737 aircraft as it expands internationally.

That deal will be seen as more routine as major Chinese carriers tend to give roughly equal treatment to Airbus and Boeing over time for narrowbody jets, though a diplomatic row over carbon rules has disrupted orders for larger Airbus jets.

But it added to a grim day for Airbus as data showed its total orders had barely scraped above 300 aircraft in the first seven months of the year, giving it a 30 percent market share against Boeing which is rebounding from a record loss in 2011.

The EADS unit said it had sold 301 aircraft and received 31 cancellations between January and July, for a net total of 270 sales of its passenger jets. It delivered 326.

Boeing sold 736 aircraft and took 36 cancellations over the same period and appears on course to recover the industry's No. 1 spot on an annual basis for the first time since 2006.

The study in Nature suggests Antarctic winter temperatures exceeded 10C, while summers may have reached 25C.

The early Eocene was a period of atmospheric CO2 concentrations higher than the current 390 parts per million (ppm )- reaching at least 600ppm and possibly far higher.

Global temperatures were on the order of 5C higher, and there was no sharp divide in temperature between the poles and the equator.

Drilling research carried out in recent years showed that the Arctic must have had a subtropical climate.

But the Antarctic presents a difficult challenge. Glaciation 34 million years ago wiped out much of the sediment that would give clues to past climate, and left kilometres of ice on top of what remains.

Now, the Integrated Ocean Drilling Program (IODP) has literally got to the bottom of what the Eocene Antarctic was like, dropping a drilling rig through 4km of water off Wilkes Land on Antarctica's eastern coast.

The rig then drilled through 1km of sediment to return samples from the Eocene. With the sediment came pollen grains from palm trees and relatives of the modern baobab and macadamia.

Crucially, they contained also the remnants of tiny single-celled organisms called Archaea.

The creatures' cell walls show subtle molecular changes that depend on the temperature of the soil surrounding them when they were alive. The structures are faithfully preserved after they die.

They are, in essence, tiny buried thermometers from 53 million years ago.

Together, the data suggest that even in the darkest period of Antarctic winter, the temperature did not drop below 10C; and summer daytime temperatures were in the 20Cs.

The lowland coastal region sported palm trees, while slightly inland, hills were populated with beech trees and conifers.

Dr Bendle said that as an analogue of modern Earth, the Eocene represents heightened levels of CO2 that will not be reached any time soon, and may not be reached at all if CO2 emissions abate.

However, he said the results from the Eocene could help to shore up the computer models that are being used to estimate how sensitive climate is to the emissions that will certainly rise in the nearer term.

"It's a clearer picture we get of warm analogues through geological time," he said.

"The more we get that information, the more it seems that the models we're using now are not overestimating the [climatic] change over the next few centuries, and they may be underestimating it. That's the essential message."
