Diaz-Balart Brings Jobs and Economic Growth to South Florida with Authorization of Deep Dredge Project

WASHINGTON, DC ? Congressman Mario Diaz-Balart (R-FL), member of the House Committee on Appropriations, released the following statement after the House passed the FY 2014 Energy and Water Bill, which included a provision amending the authorized limit for the PortMiami Deep Dredge project.

?Although this is the first step in a long process, the Committee's provision is a huge victory for the Port of Miami and the residents of South Florida. ?PortMiami is a vital economic engine, contributing $27 billion annually to our local economy and supporting more than 207,000 jobs in South Florida. The Deep Dredge project will deepen the Port?s existing channel, preparing it for the Panama Canal Expansion, and will bring good, high-paying jobs back home.

?I'm grateful to Chairmen Rogers and Frelinghuysen for working with me to include this provision that greatly benefits our community. ?I also want to commend Port Director Bill Johnson and Deputy Director Juan Kuryla for their steadfast commitment and leadership to this project. I look forward to working with them and the rest of the South Florida delegation as the appropriations process moves forward.?

The Water Resource Development Act of 2007 authorized the Miami Harbor Deep Dredge project at PortMiami, but the amount authorized was based on 2004 project cost estimates and did not reflect inflation adjustments.? Congressman Diaz-Balart worked with his South Florida colleagues to include language in the FY 2014 Energy and Water Bill that would amend the authorizing language to reflect inflation adjustments.? This provision was included in the President?s budget request.

Once complete, the dredging will make PortMiami the only U.S. port south of Norfolk that will be able to accommodate the new mega cargo vessels, doubling the Port?s cargo throughput. The Panama Canal Expansion, set to be finished in 2015, will bring 33,000 new jobs to Florida, and will expand PortMiami?s economic impact to more than $34 billion annually.

Lakers' memorabilia dominates Newport Sports Museum

NEWPORT BEACH, Calif. - To the right of the front desk and the countless signed baseballs, beyond three aisles of hockey and Olympic memorabilia, is the basketball section of the Newport Sports Museum.

There's a classic Spalding ball autographed by the 50 greatest players in NBA history, an initialed pair of Shaquille O'Neal's size-22 white Reeboks, a signed Elgin Baylor Lakers uniform from the 1966-67 season and plenty more.

This week, this area of the museum has attracted a little more buzz.

In the corner, resting in a movable glass case stationed below game-worn Wilt Chamberlain and Oscar Robertson jerseys, are six rare pieces of memorabilia that formerly belonged to Lakers star Kobe Bryant. The items are unique not only because of the celebrity status of their former owner but also because of the recent feud and eventual settlement between Bryant, his parents and an auction house that resulted in these select mementos becoming available.

Two of Bryant's maroon and white No. 33 uniforms from his playing days at Lower Merion High in suburban Philadelphia are folded neatly on the lower level of the display case. On a shelf above sit a pair of 2000 NBA championship rings ? one gifted to each of Bryant's parents ? a ring presented to Bryant at the 2000 All-Star Game and a medal from the 1996 Magic Johnson Roundball Classic.

The museum has hosted the collection since Tuesday and will keep it through Friday. All the while, bidders are competing for the items in an auction that ends July 19 on Goldin Auctions' website, goldinauctions.com. Half of the winning prices from four of the items will be donated to the BULLY Project, a Bryant-supported charity targeting bullying awareness.

"This is the kind of stuff that gets put in somebody's collection and nobody ever sees it again," said museum founder John Hamilton, 71, of Corona del Mar. "It's nice to have the public to be able to enjoy it."

The items were part of a much larger collection that Bryant's mother, Pamela, consigned Goldin Auctions to sell, sparking a legal dispute between Bryant and his parents over ownership of the items. Bryant's parents later issued an apology and the parties settled last month before the case went to trial. Though the full terms of the resolution were not disclosed to the public, these were the six items permitted to hit the market.

While it's difficult to gauge the proceeds each piece will yield, the recent controversy and the publicity it drew might make the items more attractive to collectors, said Goldin Auctions consignment director Chris Cavalier, who is overseeing the display. As of Wednesday afternoon, bidders had raised the price of the larger of the championship rings, originally gifted from Bryant to his father, Joe, to more than $55,000.

"To have this available from a current player of Kobe's stature is, like, unheard of," Cavalier said. "If it wasn't for the familial situation, this stuff would never be available. So this is really a unique opportunity for collectors if you think about it."

But even those not interested in investing large sums of money in the items have been enjoying the display. Since Tuesday morning, several first-time museum visitors have made their way over to what receptionist Diane Baker deemed "Kobe Corner."

"I actually have replica rings of the last championship (the Lakers) won, but these are a lot more impressive," said Chris Goeke, 37, of Irvine. "I've actually never seen a ring this close at all. It's a lot more impressive than my cheap little trinket."

Upon arrival in the basketball section, Victorville resident Alex Gonzalez, 37, dropped to his knees and used his iPhone to snap photos of each piece of Bryant memorabilia. The die-hard Lakers fan had been vacationing with his wife in San Clemente but made sure to stop at the museum Wednesday once he read of the Bryant display.

"All this stuff to me is just sentimental, even just to see it. I'd love to touch it," he said with a laugh. "I'd love to put a ring on and take a picture, but I can't do that. It's just awesome."

PC shipments dropped 11% worldwide in Q2, Apple's US growth slows 4.3% [u]

In its latest quarterly report, market research firm Gartner said PC shipments slid 11 percent worldwide for the second quarter of 2013, continuing the longest decline in the market's history.

Update: This article has been updated with estimates from research firm IDC.

During the April to June period, worldwide PC shipments dropped to 76 million units from the same period last year, a decline of 10.9 percent and the fifth consecutive quarter of decline.

According to the firm's statistics, all regions showed decline year-over-year, with the Asia/Pacific region seeing five consecutive negative quarters, while the Europe/Middle East/Asia (EMEA) market tallied its second quarter double-digit fall.

The U.S. market fared better in quarter two than all markets combined, with a decline of only 1.4 percent year-over-year on shipments of 15 million units. That number was good enough for quarter-on-quarter growth of 8.5 percent. Gartner points out that this quarter's decline was less than the past seven quarters.

?Our preliminary results indicate that this reduced market decline was attributed to solid growth in the professional market,? Kitagawa said. ?Three of the major professional PC suppliers, HP, Dell and Lenovo, all registered better than U.S. average growth rate. The end of Windows XP support potentially drove the remaining PC refresh in the U.S. professional market.?

HP managed to hang on to first place with 26.4 percent of the market. The company shipped almost 4 million computers for a slight decline of 0.05 percent year-over-year. Dell was only one of two top-five manufacturers to show positive growth for the quarter, with a 6.4 percent bump on shipments of 3.7 million units. The company now owns 24.6 percent of the U.S. market.

Apple came in a distant third with 11.6 percent of the market, shipping 1.7 million Macs for the quarter to be down 4.3 percent compared to the same quarter in 2012. iPads were not counted as PCs in Gartner's report.

Lenovo saw the largest growth at a whopping 19.7 percent, lifting the company into fourth place overall with a 10.1 percent share of the market.

The 11 percent worldwide decline had Lenovo out in front by a small margin, with its 12.7 million units shipped reflecting a contraction of 0.6 percent compared to the year previous. HP followed in a close second with nearly 9 million units shipped for a decline of 4.8 percent.

?We are seeing the PC market reduction directly tied to the shrinking installed base of PCs, as inexpensive tablets displace the low-end machines used primarily for consumption in mature and developed markets,? said prniciap Gartner analyst Mikako Kitagawa. ?In emerging markets, inexpensive tablets have become the first computing device for many people, who at best are deferring the purchase of a PC. This is also accounting for the collapse of the mini notebook market.?

Research firm IDC has also released its own estimates for the U.S. PC market, and they are a bit different than Gartner's. HP and Dell are still in the lead, though IDC sees HP's numbers dropping substantially year-over-year with a negative 4.3 percent growth rate.

IDC disagrees somewhat in regard to Apple, and found the company saw growth decline only half a percentage point to take 11.5 percent of the market with 1.8 million units shipped.

Finally instead Acer was found to finish in fifth place for the second quarter after a huge 19.5 percent shrinkage in growth, with 900 thousand units shipped.

Gartner, IDC say 2Q PC shipments fell 11 percent

(AP) ? Worldwide shipments of personal computers fell 11 percent in the April-June period, according to data from research firms Gartner and IDC, as people continued to migrate to tablets and other mobile devices.

Gartner Inc. said Wednesday that the PC industry is now experiencing the longest decline in its history, as shipments dropped for the fifth consecutive quarter. Computer makers shipped 76 million PCs in the April-June period, down from 85 million in the same three months of 2012, according to Gartner.

International Data Corp., which uses slightly different methodology, essentially came to the same conclusion, though it noted that the decline was slightly smaller than expected.

"With second quarter growth so close to forecast, we are still looking for some improvement in growth during the second half of the year," said Jay Chou, senior analyst at IDC, in a statement. "Slower growth in Europe and China reflect the risks, while the improved U.S. outlook reflects potential improvement."

Gartner's Mikako Kitagawa said inexpensive tablets are displacing low-end computers in "mature" markets such as the United States. In emerging markets like China, meanwhile "inexpensive tablets have become the first computing device for many people, who at best are deferring the purchase of a PC. This is also accounting for the collapse of the mini notebook market," she added.

IDC said the numbers "reflect a market that is still struggling with the transition to touch-based systems running Windows 8." Microsoft Corp.'s latest operating system launched in October and sales have disappointed analysts. But Kitagawa said that while "Windows 8 has been blamed by some as the reason for the PC market's decline, we believe this is unfounded as it does not explain the sustained decline in PC shipments."

Lenovo was the No. 1 PC maker, beating out rival Hewlett-Packard Co. by a narrow margin, according to both firms.

Chinese police opened fire on Tibetans marking the Dalai Lama's 78th birthday, shooting at least one monk in the head and seriously wounding several other people, two overseas groups said.

Security forces disrupted Tibetans in Sichuan province's Daofu county as they carried out rituals to honour their exiled leader, whom Beijing denounces as a separatist, said the US-based International Campaign for Tibet (ICT) and India-based phayul.com.

Regional authorities denied the allegations.

"Two Tibetan monks were shot in the head and several others seriously injured after Chinese police opened fire at a crowd," ICT said, citing unnamed local and exile sources.

It named the monks as Tashi Sonam and Ugyen Tashi, and said both were in hospital.

Armed police and soldiers who arrived to block the group began shooting and using tear gas "without warning", it said, citing two Tibetans in exile.

At least 20 people were detained after the incident on Saturday, ICT added.

Phayul, a news site on Tibet, said police opened fire after a monk tried to "drive past the security blockade," citing an overseas Tibetan. One monk was shot in the head, Phayul said.

Police and religious affairs authorities in Daofu both told AFP: "There was no incident of this kind".

Daofu is part of Ganzi prefecture, one of southwestern China's Tibetan-majority areas.

Members of the ethnic minority have long complained of religious and cultural repression by Beijing, and more than 100 have set themselves on fire in recent years in apparent protest at Chinese rule.

Beijing insists it respects ethnic minorities and has invested heavily to develop Tibetan areas. It blames self-immolations on overseas groups seeking to push a separatist agenda.

Friction in Tibetan areas has sharpened as ethnic majority Han Chinese have increasingly settled in Tibetan areas. Reports of authorities opening fire are rare, however.

The Dalai Lama fled Tibet following a failed uprising against Chinese rule in 1959 and later founded the Tibetan government-in-exile in India.

China has denounced foreign leaders for meeting with the Nobel peace laureate.

Last month Beijing denied reports that it had relaxed its policies of publicly denouncing the Dalai Lama and banning worship of his image.

Explosion rocks Hezbollah stronghold in Lebanon

BEIRUT (AP) ? A large explosion rocked a stronghold of the Shiite militant Hezbollah group south of the Lebanese capital Tuesday, setting several cars on fire, sending a thick plume of black smoke billowing into the sky and wounding at least 18 people, security officials said.

The powerful blast in a bustling commercial and residential neighborhood came as many Lebanese Shiites began observing the holy month of Ramadan, and is the worst explosion to hit the area in years ? likely direct fallout of the civil war raging in neighboring Syria.

Groups of outraged Hezbollah supporters marched in the area after the blast, carrying pictures of Hezbollah chief Sheik Hassan Nasrallah and shouting slogans in support of their leader. Hezbollah operatives fired in the air to disperse people who attacked the interior minister with stones after he inspected the scene of the blast, trapping him for 45 minutes in a building before he was escorted through a backdoor.

With skirmishes between Shiites and Sunnis on the rise around the country, religiously mixed and dangerously fragile Lebanon is increasingly buffeted by powerful forces that are dividing the Arab world along sectarian lines. Some Syrian rebel groups, which are predominantly Sunni, have threatened to strike in Lebanon after Hezbollah joined Syrian President Bashar Assad's troops in their battle against opposition fighters.

"This is a message, but we will not bow," said Ziad Waked, a municipal official speaking to Hezbollah's Al-Manar television.

Tuesday's explosion struck the area of Beir el-Abed, and was most likely caused by a car bomb, officials said on condition of anonymity in line with regulations. They said the blast was in the parking near the Islamic Coop, a supermarket usually packed with shoppers, and a petrol station.

"I was riding my motorcycle on my way to a sweets shop and then there was this massive explosion that knocked me off and I fell on the ground," said a 52-year-old employee of a private company.

"At first I thought it was an earthquake," said the man who declined to be named out of security concerns. He said he was fasting on the first day of Ramadan and was on his way to shop for the evening meal that would break his daylong fast.

Al-Manar and security officials said 18 people were wounded. Red Cross head of operations George Kattaneh put the number at 37, saying they were all light injuries, many of them from breaking glass.

The area is near what is known as Hezbollah's "security square" where many of the party's officials live and have offices. Tuesday's explosion is one of the biggest in the area since the end of the country's 15-year civil war, which ended in 1990.

Television footage from the scene of the explosion revived memories of that conflict, when car bombs set by sectarian groups were common. There have been numerous car bombs targeting politicians and journalists since then, but random car bombs have been rare.

Hezbollah operatives in civilian clothes, some of them carrying Kalashnikov rifles, cordoned off the site of the explosion with yellow ribbons. They and Lebanese security officials barred journalists from approaching the site itself.

Ambulances and fire engines, their sirens wailing, raced to the area and witnesses said casualties were rushed to the nearby Bahman and Rasoul al-Atham hospitals. Immediately after the blast, people could be seen running in the street away from the site of the explosion which set several cars on fire.

The power of the explosion shattered windows and damaged several buildings in the busy residential and commercial area.

In May, two rockets slammed into a Hezbollah stronghold in south Beirut, wounding four people. The rockets struck hours after Hezbollah leader Sheikh Hassan Nasrallah vowed in a speech to help propel Assad to victory in Syria's civil war.

In June, a rocket slammed into the same area, causing no casualties.

Hezbollah has openly joined the fight in Syria, and the group's fighters were instrumental in a recent regime victory when government forces regained control of the strategic town of Qusair near the Lebanese border.

Lebanon's Sunni Muslims mostly back the overwhelmingly Sunni rebels in Syria, while many Shiites support Assad, who is a member of Syria's minority Alawite sect, an offshoot of Shiite Islam.

"It is not a surprise for Dahyeh, the stronghold of resistance, to be targeted by such lowly, treacherous attacks that bear the fingerprints of the Israeli enemy and its tools," said Hezbollah lawmaker Ali Ammar, referring to the name by which the suburb south of Beirut is known.

Hezbollah, much like the Syrian regime, accuses Syrian rebels of being agents of the U.S. and Israel.

Let's Get Real About DIY Projects | DIY Home Staging Tips

Ever start a craft or home improvement project and give up after you?re halfway finished?

Or been disappointed when you?re done??

Yeah. We?ve all been there.

But the benefits of DIY are so compelling, we usually jump back on the DIY wagon.

Hiring a professional or buying off the shelf is fine for many home staging and decorating projects. Other times, it makes more sense to do the work yourself.

Done right, DIY saves money, gives you results that are unique and customized, and satisfies that urge to create.

What Are Problems with DIY?

But, DIY can also be a slippery slope. If you aren?t prepared with the right tools you can create more problems than you solve. You don?t want to hire someone for a do-over. If you don?t have the experience or know how, you could wind up way over budget. And still have results that look sloppy, cheap, or hack --- not what you want when you?re selling your home.

Also, safety is an issue. We've all seen enough America?s Funniest Videos to know how common falling off a ladder is, not to mention dealing with toxic paints, glues and solvents, handling unfamiliar power tools, and overusing muscles we didn?t know existed.

Stay on the lookout for remodeling jobs or construction projects, and befriend the workers, where you can often walk away with doors, windows, lumber and other raw materials for projects of your own.

Just today I was visiting my friend Wendy, and she showed me some lumber she said she got free from Lowes. I said, "Lowes gives away lumber?" She told me she goes to where they cut lumber and if there are scraps she asks for them, sometimes big scraps. She told me the secret is to always ask for "Big Mike." She's made a friend.

Dumpster diving and curbside shopping are other common ways to acquire the makings of your home improvement projects, as long as you don?t turn your garage into a junkyard. My motto is, ?Don?t pay for new when second hand will do.? ???

Don?t buy tools you won?t need again. Power tools and special crafting tools are usually pricey. Even small tools can add up to a hefty bill.

Some supplies are sold only in bulk quantities. Consider borrowing or renting what you don?t have to own, such as an extension ladder, tile cutter, power washer, or miter saw. Renting a piece of equipment comes with the additional benefit of training. Tool rental places will give you a demonstration, something you don?t get from an instruction manual.

Take advantage of services that businesses offer. Home improvement stores will cut to order lumber, PVC pipe, wire, and glass for free or a small fee. (Ask for Big Mike first.) Frame departments at craft stores can frame your DIY artwork.

If your project requires a step that?s outside your skill set, go to the ?Gigs? section of Craigslist, and you will find local people available for work. Sometimes you can trade skills or products. A friend of mine babysits her neighbor?s toddler while the neighbor gives her an equal amount of yardwork time.

Prepare Mentally

Do your homework. Trial and error can be costly. Read what others have done. Don't depend on just one source of advice. Research where to buy both tools and supplies. Talk to any professionals you know who have been there. Look on Pinterest, or google your project for online tutorials and videos. Take a class at the local craft store, garden center, or home improvement store.

A word about collecting materials for a DIY project: plan to have some oops if you?re new to a particular craft. Mistakes happen. It?s good to have that extra fabric, some spare nails, more paint than the plans call for, or scrap paper to practice on. Also, plan on a project taking more time than the craft books, HGTV, and YouTube tutorials suggest. I estimate my completion time, and multiply by three! ? ? ? ?

If you get bored or disappointed with the project, take a break. Call on someone more knowledgeable to advise you. If things go wrong, just remind yourself that creative processes often take unexpected turns, sometimes with surprisingly good results.?

For tedious or repetitive projects, develop a system to be efficient. Work from left to right, or vice versa if that works better. Keep all tools handy and visible, not scattered around your home or work area. ? ?

Pretend that the Y in DIY stands for ?yourselves.? Whether it?s your spouse, roommate, friend, sibling, or teenager, an extra pair of hands and the additional brainpower can make the difference between completing a fabulous task and giving up in frustration.

It?s very disappointing to begin a DIY project all bright-eyed and then abandon it in despair, or else finish it with less than satisfactory results. Know your limits. Know when to hire someone to do the job. If you?re excited about creating an ambitious home improvement project, review the steps and check your budget. You may decide you?re dreaming of a DDIY ? a don?t-do-it-yourself.

Quest for answers starts in deadly Canada rail crash

LAC-MEGANTIC, Quebec (Reuters) - Investigators seeking the cause of the deadly train crash in the tiny Quebec town of Lac-Megantic, were focusing Tuesday on the train's brakes, the railway company's own regulations and whether Canada needs tougher train-transport standards.

Officials from the Transportation Safety Board of Canada said more than a dozen investigators were examining every angle of the accident, in which a runaway train hauling 72 cars of crude oil plowed into the lakeside town and exploded.

About 50 people are either confirmed dead, or are still missing, likely turning the accident into North America's worst rail disaster since 1989.

But TSB investigators have not yet been able to enter the "red zone", where the tracks ran through the center of the lakeside town, and where the derailment and explosion leveled buildings and left most of the rail cars in a huge, ungainly clump.

One of the key elements of the probe, which lead investigator Donald Ross said is still in its very early stages, is the strength of the widely used DOT-111 cylindrical tanker cars that carried the crude. Both the TSB and its U.S. equivalent, the National Transportation Safety Board, have long urged tougher rules for such cars.

"If we think there needs to be a safety message out to the industry that they need to beef things up, we're going to do it," Ross said.

But nobody knows if stronger cars would have prevented the disaster, which involved a train that Ross said was traveling "well in excess of its authorized speed".

Some 2,000 residents of Lac-Megantic, or one third of the town's population, were asked to leave their homes after the accident. Moore than half were allowed back for the first time on Tuesday, although 50 factories and businesses in the blast zone remain shut.

With fires out and authorities now able to get to the epicenter of the blast, the death toll is expected to climb.

"They know their loved ones were there, on the site. Most of them are now waiting for confirmation - because that makes it official," said Steve Lemay, the parish priest of Lac-Megantic, who has been meeting with affected families. "It's clear that they are not waiting for the missing to return."

The coroner's office asked relatives of the missing to bring in brushes, combs and razors so specialists could extract DNA samples from strands of hair.

BALL OF FIRE

The train was parked in nearby Nantes, Quebec, on Friday night when one of its engines, which had been left running to ensure the air brakes had enough pressure, caught fire. Local firemen turned off the engine, put out the fire and went home.

The unattended train then started moving downhill toward Lac-Megantic, and derailed and blew up in the town center at just after 1 a.m. on Saturday. The ensuing fire engulfed nearby buildings.

Train operator Montreal, Maine & Atlantic says shutting off the engine caused the brakes to lose pressure, sending the train into the town. But the company's chairman, Ed Burkhardt, also said the company will no longer leave trains unattended or change crews at Nantes, near Quebec's border with Maine.

"They're going to go right through there and change crews at another station further west and where the terrain is better and where the infrastructure is better," he told the Canadian Broadcasting Corporation. "Infrastructure was not a factor in this derailment but it's always a consideration."

Ross said the train was on a 1.2 percent grade when it started sliding toward Lac-Megantic, a relatively steep grade in railroad terms.

He said the train line did not have a signal system that could have warned the dispatcher of a runaway train, and that although all trains are required to have automatic braking systems for runaways - called dead man switches - they only work when the train's locomotives are running.

Industry rules say engineers must set enough of a train's handbrakes to ensure it cannot move. Ross said his team would not be able to check whether the brakes were set until it is allowed to enter the center of town and look closely at the pile of derailed cars.

Burkhardt told Reuters the company had followed protocol, using the same standard as Canadian Pacific Railways, Canada's No. 2 railroad.

By Monday evening, the emergency crews had finally reached the Musi-Cafe, a downtown bar near the epicenter of the blast. A band was performing there and the building was packed with people when the explosion occurred, eyewitnesses told Reuters.

"I don't know how many friends I lost that night," said Jean-Sebastien Jacques, 24, who was walking toward the Musi-Cafe at the time of the accident. "We have looked at the shelter and around town, but that bar was full when the train hit."

Dixon wins in IndyCar Series return to Pocono

LONG POND, Pa. (AP) ? Scott Dixon led a big day for Chip Ganassi Racing, leading a podium sweep for the team with a win Sunday at the IndyCar Series event at Pocono Raceway.

Dixon was followed by Ganassi teammates Charlie Kimball and Dario Franchitti in IndyCar's first race at Pocono since 1989.

Dixon's 30th career IndyCar victory was his first of the season. He struggled racing up front all season and had led only one lap, at the Indianapolis 500.

He caught a big break when Tony Kanaan clipped Dixon's car on a pass for the lead and was forced to pit road. Dixon dominated down the stretch of the 400-mile race and became IndyCar's eighth different winner in 11 races this season.

"Going into this morning, I was not thinking we could win," Dixon said. "The team definitely hasn't given up, and you've got to hand it to Honda as well. I think fuel mileage was the key today. And we still had speed up front without having to save all the time."

Andretti Autosport qualified three drivers on the front row. But James Hinchcliffe and Ryan Hunter-Reay were involved in accidents and Marco Andretti faded over the final laps.

This was the first time Ganassi swept a podium in any form of racing: IndyCar, CART, NASCAR or Grand-Am. It was the 100th win in all forms of motorsports for Chip Ganassi Racing and the 200th in IndyCar competition for engine manufacturer Honda.

"I had no idea we'd go 1-2-3," Ganassi said. "I was just hoping for a decent finish today."

Dixon won for the first time since Mid-Ohio in August 2012 and Kimball matched his career-best finish.

"It's been a long drought, man," Dixon said. "It's fantastic to be back in the circle. It means a lot. There's no doubt the Honda teams have kind of been the underdogs recently."

Kanaan lost his bid at the Triple Crown when he clipped his front wing on Dixon's car. Kanaan connected with Dixon on a pass for the lead on the 107th lap. Kanaan had to pit three laps later and faded to the back.

He lost the lead ? and a chance for $1 million.

With Pocono back on the schedule, IndyCar resurrected the "Triple Crown" challenge, a three-race competition for $1 million to the driver that wins the Indianapolis 500, Pocono and the season finale at Fontana. A driver who wins two of the three can win a $250,000 bonus from promotion sponsor Fuzzy's Vodka, leaving Kanaan and Dixon still eligible for the prize.

Kanaan had no idea he hit Dixon and spent most of the rest of the race a lap down. He finished 13th.

Will Power was fourth and Josef Newgarden fifth. Points leader Helio Castroneves was eighth.

Andretti Autosport's banner qualifying effort that saw three cars start on the front row was wasted before the second lap. Hinchcliffe's bid for his series-high fourth win was derailed when he tagged the wall heading into the first turn of the first lap.

Hinchcliffe, who started third, limped as he walked out of his car. He said he just banged up one of his knees.

Hinchcliffe was cleared at the infield care center and worked the rest of the race in ABC's broadcast booth.

"The car just snapped loose on me," he said. "We went a bit aggressive on setup because we had an understeering car all week, and we didn't want that in the race. Maybe we overstepped it a bit."

Hunter-Reay started second and was running in the top five when he was involved in a pit road accident. Takuma Sato hit the right side of Hunter-Reay's car near the entrance of pit lane. Hunter-Reay was forced to the garage with damage to his right front wheel and front wing. He returned about 20 laps later and finished 20th

Andretti, raised about 30 minutes away in nearby Nazareth, won the pole and was the hometown favorite. He dominated the race and led the most laps until fuel woes put him 10th. He ran out just after he crossed the finish line.

Solar Team Eindhoven claims first solarpowered family car

The solar-powered cars we've seen to date are usually built for just one person -- not very useful when many of us need to carry passengers. TU/e's Solar Team Eindhoven just brought some much-needed realism on that front by unveiling Stella, which it claims is the world's first solar-powered family car. The vehicle's combination of efficient solar cells with lightweight construction allows such radical concepts as back seats and a trunk while maintaining a 373-mile range. The barebones design won't rival most modern cars for luxury, but it's also energy-positive -- in typical use, it can contribute back to the power grid. You may even see it outside of competitions; while Stella is designed with October's World Solar Challenge in mind, Solar Team Eindhoven plans to make the car road-legal. Let's hope we catch it putting around Dutch streets.

The Dwecision: Howard to Houston, NBA GMs re-start your engines

According to multiple reports, including the first one from USA Today's Sam Amick this afternoon, Dwight Howard has picked Houston in his great free-agent sweepstakes.

Big deal? Bored with it, are you Wolves fans?

You shouldn't be.

Howard's decision means NBA?general managers will ignite the phone lines again after things went relatively quiet these last couple days while everybody awaited for Howard's word.

Now, Flip Saunders probably can move forward with more moves to clear some salary space up so he can get rid one of one (or more) of six point guards and add a defensive-minded swingman.

One to watch for: Trading J.J. Barea back to Dallas, where he helped the Mavericks win the 2011 NBA?title before signing a big four-year deal with the Wolves as a free agent.

The Mavericks' roster is a disaster -- except for cap space now -- while they targeted Howard and now that they got the ol' Heisman, Mark Cuban in a tweet late this afternoon said his team is back open for business.

The Wolves likely would trade Barea, if they could, for a draft pick or picks and in return receive a valuable trade exception matching Barea's $4.7 million salary that they could add to the kitty to clear enough space to make at least one or two more significant moves.

If they can clear enough space, they could go in trade or by signing a guy who can defend on the wing, such as Philadelphia's Evan Turner or Washington's Trevor Ariza, both of whom probably are very available, or by bringing back Andrei Kirilenko.

If Barea goes, you've got to believe the Wolves will keep Luke Ridnour as their backup point guard, right? If not, then maybe Ridnour gets dealt to Milwaukee or another destination instead.

Meanwhile, expect the bidding for Wolves restricted free agent Nikola Pekovic to heat up, if it's going to heat up.

There's no guarantee, though, that any of the teams refused by Howard -- the Mavs, the Lakers, Hawks or Warriors -- will turn their attention to Pek instead now.

The Rockets now might be forced to trade center Omer Asik, who would be a better defender and cheaper than Pekovic for the Wolves. But it's unlikely the Wolves have the assets to get Asik, who'll be pursued by a number of teams if the Rockets put him on the market.

One possible deal is a sign-and-trade that'd send Asik to Atlanta and bring back Josh?Smith to put beside Howard.

The clock is ticking toward July 10, when the moratorium ends and NBA?teams finally can officially sign free agents and make trades.

The folks at FinalCutKing, who brought us that wonderful remote control car chase a while ago, are back with a new scaled-down film involving tanks, fighter planes, and simulated explosions galore.

How do you update Vine in a post-Instagram Video world? With channels, re-vining, and more!

Vine, the Twitter-owned social short-form video network has been updated with a slew of new features, including channels to better organize the videos, re-vining to share what you like with those who follow you, new tools including grid, focus, and ghost, and the ability to protect your account to protect your privacy.

Since Facebook-owned Instagram updated with video support last month, including filters and a longer, 15-second format, there's been a lot of curiosity concerning if and how Vine would respond. Obviously Twitter and Vine have had their roadmap in place for a long time already, but just as obviously they'll have to adapt to current market conditions, and that includes a market, now, with direct competition.

Re-vining is great. I've always missed the ability to re-share in Instagram, and bring the "retweet" over from Twitter is smart. I'm still not the biggest fan of their user interface or experience, however, so hopefully that's something they're still working on.

What is nice is that Vine is its own app, so worlds -- photos and video -- do not collide.

(AP) ? President Barack Obama had a simple answer to European outrage over new allegations that the U.S. spies on its allies: The Europeans do it too.

Obama said Monday during his trip to Africa that every intelligence service in Europe, Asia and elsewhere does its best to understand the world better, and that goes beyond what they read in newspapers or watch on TV. It was an attempt to blunt European reaction to new revelations from National Security Agency leaker Edward Snowden that the U.S. spies on European governments.

"If that weren't the case, then there'd be no use for an intelligence service," Obama told reporters in Tanzania.

"And I guarantee you that in European capitals, there are people who are interested in, if not what I had for breakfast, at least what my talking points might be should I end up meeting with their leaders," Obama said. "That's how intelligence services operate."

European spies have been spying on the U.S. for years, according to two former intelligence officials who spoke on the condition of anonymity because they weren't authorized to discuss espionage programs. They said such spying includes tracking senior U.S. officials to see what they are doing in countries like France and Germany, which have both complained bitterly about the EU reports.

But European spying efforts haven't been exposed the way American exploits have recently with the explosive release of secret documents by Snowden, the former U.S. intelligence systems analyst. The latest round came Sunday in Germany's Der Spiegel's magazine, which reported that the NSA bugged the EU's diplomatic offices in Washington and infiltrated its computer network. The magazine said the NSA took similar measures to listen in on the EU's mission to the United Nations in New York, and also used its secure facilities at NATO headquarters in Brussels to dial into telephone maintenance systems that would have allowed it to intercept senior EU officials' calls and Internet traffic.

A Guardian newspaper article Sunday also alleged NSA surveillance of the EU offices, citing classified documents provided by Snowden. The Guardian said one document lists 38 NSA "targets," including embassies and missions of U.S. allies like France, Italy, Greece, Japan, Mexico, South Korea, India and Turkey.

U.S. Secretary of State John Kerry explained the spying as routine. "I will say that every country in the world that is engaged in international affairs with national security undertakes lots of activities to protect its national security and all kinds of information contributes to that," Kerry said.

French and German officials called the behavior "unacceptable," and German government spokesman Steffen Seibert flatly denied that his country spies on allies.

"It's not the policy of the German government to eavesdrop on friendly states in their embassies," Seibert said. "That should be obvious."

Not quite, according to the two former intelligence officials.

The German government did put severe restrictions on its intelligence services, especially on the domestic intelligence branch, after the fall of the Berlin Wall and the unification of East Germany with West. It was a conscious rejection of the rampant spying by the East-German-era Ministry for State Security, known by its abbreviation "Stasi," which turned even family members into snitches spying on each other for expressing anti-government views.

"The intelligence services in France and Germany and across Europe are guffawing into their respective national drinks today, at the 'shock' that international meetings are a target for U.S. spies," said former intelligence official Joel Brenner, who served in senior roles at the Director of National Intelligence and other agencies. "And if anyone thinks the Europeans don't do it too, they're nuts," he added.

But that doesn't mean the Germans apply the same measures to foreigners, including Americans, explained the two former senior intelligence officials, because intelligence activity was often detected by classified means or by covert U.S. agents. German intelligence tracks both U.S. diplomats and high-level U.S. military and counterterrorist officials on German soil, in part to make sure the Americans aren't overstepping their bounds, one of the officials said.

Nor is France innocent when it comes to espionage and spying on Americans, said former CIA officer Bob Baer, who was stationed in Paris for three years. "The French intelligence service used to break in regularly when I was in Paris into rooms of U.S. businessmen to image their computers," he said.

"The United States and its coalition 'Five Eye' partners enjoy a close intelligence partnership and do not spy each on each other," writes former CIA officer Mark Lowenthal in his book "Intelligence: From Secrets to Policy." The group includes the U.S., Britain, Australia, Canada and New Zealand. "Beyond that, all bets are off," he writes.

The U.S. surveillance of its allies is largely focused on activities related to weapons proliferation and corrupt practices, and doesn't generally involve politics, trade or other domestic issues, according to James Lewis, national security expert at the Center for Strategic and International Studies.

He said the U.S. is concerned about companies in other countries who may be selling nuclear technologies or missiles to countries like Iran. He said increased sanctions on Iran have made that less of a problem with companies located in allied nations in the last couple years.

Lewis said the foreign corrupt practices that attract U.S. attention often involve instances of bribery ? such as a company offering money to a country in order to secure a contract, or other criminal activities like money laundering or drug trafficking.

Israel and the U.S., two ardent allies, also have a long history of mistrust. The CIA considers Israel its No. 1 counterintelligence threat in the agency's Near East Division, the group that oversees spying across the Middle East, according to current and former U.S. intelligence officials. Counterintelligence is the art of protecting national secrets from spies. This means the CIA believes that U.S. national secrets are safer from other Middle Eastern governments than from Israel.

Russia and the U.S. have a storied history of spying on each other, immortalized in print, film and cartoon, and sometimes still veering into the ridiculous ? like the embarrassing publicity after a CIA officer was caught trying to recruit a Russian security officer who was largely inaccessible, with his wig, alternative identification and spying contract ready for the Russian to sign in hand. The CIA officer's cover was blown and a diplomatic incident ensued. The Russian government expressed outrage, but as is customary in these tit-for-tat incidents, no further action was taken. U.S and Russian authorities continue to work together to figure out if one of the Boston Marathon bombers was in contact with terrorists or militants in the former Soviet Union, said the U.S. intelligence official, speaking on condition of anonymity to discuss ongoing intelligence operations.

Leaker Snowden is believed to be caught in legal limbo in the transit zone of Moscow's Sheremetyevo airport since his arrival from Hong Kong on June 23. The U.S. has annulled his passport, and Ecuador, where he has hoped to get asylum, says it may take months to rule on his case. According to WikiLeaks, the anti-secrecy group that has adopted Snowden and his cause, he has requested asylum from more than 20 countries.

Russia's President Vladimir Putin said Monday that Snowden will have to stop leaking U.S. secrets if he wants to get asylum in Russia, but added that Snowden has no plan to stop leaking. Putin repeated Russia's stance that it has no intention of sending Snowden back to the United States, also insisting that the stranded American isn't a Russian agent and that Russian security agencies haven't contacted him.
